Client Portal Registration

How to Register in the CARM Client Portal

A individual user account or profile must be created before any business information can be added to the portal. It is important to note that one of your Business Account Managers (BAMs) will need to carry this task out.

IMPORTANT: The CARM system will assign the person who initially registers the business as the BAM by default. They will be responsible to approve additional users to the account after the business registration is completed. The BAM isn’t required to be a company executive/officer; instead, this position should be filled by someone who oversees your company’s trade data and CBSA transactions (payments).

Create your account by logging in using a sign-in partner (financial institution, bank, credit union) or a GCKey.

Business Registration in CARM

To register a business in the CARM Client Portal, you will need the following information, in addition you will be promoted to answer a few affinity (verification) questions in relation to your business transactions or balances on file with the CBSA.

  1. BN9 – the unique business/tax ID number, 9 digits, e.g. 123456789*
  2. RM – importer/exporter program account number e.g. RM0001**
  3. Business Information – legal name of business that is registered, and address information that is on file with the CRA and CBSA.

Importers and delegated service providers e.g. your customs broker, will be able to manage multiple processes in the CARM Portal, some of which are as follows:

  • CBSA Notices Management (importers only)
  • Transactions and Monthly SOA Visibility
  • Customs Duty, Tax, and Fee Electronic Payment Direct to the CBSA
  • Customs Rulings Application
  • Temporary Import Permit (R3) Application
  • Commercial Accounting Declarations (CADs) (R3) Filing/Adjustments
  • CAD (R3) Individual Corrections and Mass Adjustments

*The Canada Revenue Agency (CRA) remains responsible for the issuance of the business number (BN9) and for registration to various CRA program accounts. As part of the implementation of the CARM system, the responsibility to register new and to manage updates to import-export program (RM) accounts is being transferred to the CBSA.

**The CRA no longer registers new import-export program (RM) accounts or accept maintenance requests for existing RM accounts. Brokers and importers are required to go to the CBSA for all matters relating to RM accounts.

The system functionality to fully automate the process of issuing and managing RM program accounts will not be in place until October 21, 2024, when the CBSA will launch CARM externally.

Pro-Tip (Business Info)

BN9 or your business number can be found on your CRA business account and correspondence, business registration documents etc.

RM or your import account number can be found on your Daily Notice (DN), Statement of Account (SOA), CBSA correspondence, and import declaration documentation.

Legal business name and address can be located on your business registry documents; however, it is recommended to verify with the CRA to ensure that it matches to what the CBSA has in their system.
