A summary of recent regulatory updates, notifications, and technical bulletins from the Canada Border Services Agency and other federal government departments, agencies and administrative entities concerning Canadian imports and exports.

Customs Notice 20-01: Safe Food for Canadians Licence to Import Food to Canada
Notification advising commercial importers that as of January 15, 2020, a SFC licence is mandatory to import certain foods into Canada and warning that shipments without one may experience delays or refusal of entry at the border, and may also be subject to enforcement actions.

PLA6 2020 ER: Certain Hot-rolled Carbon Steel Plate
Statutory notice pursuant to SIMA that the CBSA has initiated an expiry review investigation to determine whether the expiry of a 2015 CITT the order is likely to result in the continuation or resumption of dumping of the subject goods.

LLP 2019 UP1: Large Diameter Carbon and Alloy Steel Line Pipe
Statutory notice pursuant to SIMA that the CBSA has closed the record of the normal value and export price review of certain welded large diameter carbon and alloy steel line pipe (large line pipe) exported from Japan to Canada by Sumitomo Corp.

SR2 2019 IN: Certain Sucker Rods
Statutory notice of preliminary determination pursuant to SIMA of dumping with respect to certain sucker rods originating in or exported from Argentina, Brazil, and Mexico.

Customs Notice 17-19: Interim Measures and Issuance of ACI Penalties to Highway Carriers
Notification regarding the Advance Commercial Information/eManifest requirements for highway carriers modified to account for an extension of the evaluation period regarding the ACI’s turnaround policy until midnight June 30, 2020.

Customs Notice 19-25: 2020 Version of the Departmental Consolidation of the Customs Tariff
Notification advising that the different format files for the January 1, 2020 Departmental Consolidation of the Customs Tariff are now available on the Customs Tariff page of the CBSA website.

LE-2019-005: Oil Country Tubular Goods
Statutory notice pursuant to SIMA that the CITT’s 2015 finding concerning the dumping of oil country tubular goods originating in or exported from Chinese Taipei, India, Indonesia, Philippines, South Korea, Thailand, Turkey, Ukraine and Vietnam, is scheduled to expire on April 1, 2020, unless the Tribunal has initiated an expiry review. Interested parties wanting to make submissions must file on or before January 20, 2020.

PI-2019-002: Corrosion-resistant Steel Sheet
Statutory notice pursuant to SIMA that the CITT has conducted a preliminary injury inquiry into whether the evidence discloses a reasonable indication that the dumping and subsidizing of corrosion-resistant flat‑rolled steel sheet products of carbon steel have caused injury or retardation or are threatening to cause injury to domestic producers.

NQ-2019-001: Sucker Rods
Statutory notice pursuant to SIMA that the CITT has initiated an inquiry to determine whether the dumping of sucker rods has caused injury or retardation or is threatening to cause injury to domestic producers.

Notice 2019-12-13: Safe Food for Canadians Licensing
Notification encouraging importers of various food products to apply for their Safe Food for Canadians licence in order to prevent delays or rejection at the border once the SFC comes into effect beginning January 15, 2020.

Web Notice 20191213 – Importation of Meat Products From South Korea
Bulletin advising that Canada is now permitting the importation of meat products from South Korea. Links to the relevant import conditions and South Korean establishments eligible to export meat products to Canada are provided.

Web Notice: Improvements to Automated Import Reference System Verification Service 
Bulletin advising that the CFIA has updated the AVS, including the AVS Tech Specifications, which has //a new link required to submit to AVS.

Notice 2019-12-19: Cyanide in Apricot Kernels
Notification advising that after January 25, 2020, importers must be able to demonstrate that the concentration of total extractable cyanide in apricot kernels for human consumption is not more than the 20 ppm maximum level.

TAHD-DSAT-IE-2019-12-01: Import Conditions for Swine Imported from the U.S. for Research
Notification outlining the import conditions applicable to swine imported from the United States for experimental research.

D-97-04: Application, Procedures, Issuance, etc., of Import Permits under the Plant Protection Act
Directive containing information on how to apply for a Permit to Import, including the issuance and amending of Permits to Import granted under the authority of Section 32 or 43 of the Plant Protection Regulations.

Serial 983 – Notice to Importers: Steel Goods (Item 82 on the Import Control List)
Notification informing importers of the procedures governing the administration of tariff rate quotas, for certain steel goods listed in item 82 on the Import Control List for the period beginning on February 1, 2020 and ending after October 24, 2021.
