A summary of recent regulatory updates, notifications, and technical bulletins from the Canada Border Services Agency and other federal government departments, agencies and administrative entities concerning Canadian imports and exports.

Canada Border Services Agency

Customs Notice 17-37: 2018 Departmental Consolidation of the Customs Tariff
Notification advising that the different format files for the January 1, 2018 Departmental Consolidation of the Customs Tariff are now available on the Customs Tariff page of the CBSA website.

LP2 2017 IN: Certain Carbon and Alloy Steel Line Pipe
Statutory notice pursuant to SIMA of the CBSA’s final determination of dumping in respect of certain carbon and alloy steel line pipe originating in or exported from South Korea. Provisional duties will continue to apply pending an order or finding by the CITT into the matter of harm to domestic producers.

RB1&2 2017 RI: Certain Concrete Reinforcing Bar
Statutory notice pursuant to SIMA that the CBSA has initiated a re-investigation to update the normal values and export prices respecting certain concrete reinforcing bar (rebar) originating in or exported from China, South Korea, Turkey, Belarus, Taiwan, Hong Kong, Japan, Portugal, Spain, and the amounts of subsidy of certain rebar originating in or exported from China.

PETR 2017 IN: Certain Polyethylene Terephthalate Resin
Statement of Reasons pursuant to SIMA concerning the preliminary determinations with respect to the dumping and subsidizing of Certain Polyethylene Terephthalate Resin originating in or exported from China, India, Oman and Pakistan.

Memorandum D10-15-27: Tariff Classification of Safety Headgear of Subheading 6506.10
This memorandum provides clarification with respect to the term “safety headgear” as found in Subheading 6506.10 of the Customs Tariff.

Canadian International Trade Tribunal

Inquiry No. NQ-2017-001: Silicon Metal
Determination by the CITT that the dumping and/or subsidizing of silicon metal originating in or exported from Brazil, Kazakhstan and Malaysia, the dumping of silicon metal originating in or exported from Laos and Thailand, and the subsidizing of silicon metal originating in or exported from Norway have not caused injury and are not threatening to cause material injury to domestic producers (in this case, Québec Silicon).

Inquiry No. NQ-2012-003R: Carbon Steel Welded Pipe
Notice of a review pursuant to SIMA of a 2012 finding (NQ-2012-003), in respect of the dumping of certain carbon steel welded pipe originating in or exported from South Korea, and Taiwan confirming that the dumping of the subject goods (with two exceptions) has threatened to cause injury.

Expiry Review No. RR-2017-005: Carbon Steel Welded Pipe
Notice pursuant to SIMA that the CITT will initiate a review to determine whether expiry of the finding in respect of certain steel welded pipe (standard pipe) imported from Taiwan, India, Oman, South Korea, Thailand and the UAE is likely to result in the continuation or resumption of dumping and subsidizing of the subject goods.

Memorandum 2017-02: Results of Serial Release Testing of Veterinary Biologics Imported From the U.S.
Reminder to importers of veterinary biologics manufactured in the USA and licensed in Canada concerning recordkeeping requirements in connection with testing and serial release functions by the USDA.

Web Notice 20171130: Export of Pork to Argentina
Notification that Argentina has approved the import of fresh (chilled and frozen) pork from Canada effective November 17, 2017. The requirements for export of pork from Canada to the Argentina have accordingly been updated in Chapter 11, section 11.7.3 in the Meat Hygiene Manual of Procedures.

Canadian Automated Export Declaration (CAED)
The 2017 version of CAED will expire on January 31, 2018 after which time only the 2018 version will be valid. It should be noted that this will be the last update to CAED and will be valid until it is retired in January 2020 when it will be replaced by the new Canadian Export Reporting System (CERS).
