Commerce AD/CVD Administrative Reviews Update: May 2021

The U.S. Department of Commerce yesterday advised that it has received requests to conduct administrative reviews of various antidumping duty and countervailing duty orders and findings with March anniversary dates.

Accordingly, Commerce will be initiating administrative reviews of the following products:

  • Brazil: Certain Uncoated Paper – A-351-842 (3/1/20-2/28/21)
  • Canada: Certain Softwood Lumber Products – C-122-858 6 (1/1/20-12/31/20)
  • China: Certain Amorphous Silica Fabric – A-570-038 (3/1/20-2/28/21)
  • China: Glycine – A-570-836 (3/1/20-2/28/21)
  • China: Certain Amorphous Silica Fabric – C-570-039 (1/1/20-12/31/20)
  • China: Truck and Bus Tires – A-570-040 5 (2/1/20-1/31/21)
  • India: Fine Denier Polyester Staple Fiber – C-533-876 (1/1/20-12/31/20)
  • Portugal: Certain Uncoated Paper – A-471-807 (3/1/20-2/28/21)
  • Thailand: Circular Welded Carbon Steel Pipes and Tubes – A-549-502 (3/1/20-2/28/21)
  • Turkey: Circular Welded Carbon Steel Pipes and Tubes – C-489-502 (1/1/20-12/31/20)

Opportunity to Request Administrative Review

Earlier this week, Commerce also announced the opportunity to request an annual administrative review for the following products that are currently subject to antidumping and countervailing duties.

  • Belgium: Carbon and Alloy Steel Cut-To-Length Plate and Stainless Steel Plate in Coils
  • Brazil: Iron Construction Castings
  • Canada: Large Diameter Welded Pipe and Polyethylene Terephthalate Resin
  • China: 1-Hydroxyethylidene-1, 1-Diphoshonic Acid (HEDP), Aluminum Extrusions, Alloy and Certain Carbon Steel Threaded Rod, Carton-Closing Staples, Cast Iron Soil Pipe, Certain Steel Wheels, Circular Welded Carbon Quality Steel Line Pipe, Citric Acid and Citrate Salt, Iron Construction Castings, Oil Country Tubular Goods, Polyethylene Terephthalate Resin, Pure Magnesium, and Stilbenic Optical Brightening Agents
  • France: Carbon and Alloy Steel Cut-To-Length Plate
  • Germany: Carbon and Alloy Steel Cut-To-Length Plate

Companies wishing to participate in the antidumping and countervailing duty review process, or who may be affected by duties on the products identified in the Federal Register notice, should file a request for review through the ACCESS portal by no later than May 31, 2021.

In order to be eligible to participate in the review, a party must either be an exporter or importer of the specific products during the time periods identified in the notice.
