Ahead of the Canada-United States-Mexico Agreement (CUSMA) coming into effect at the beginning of July, the Government of Canada has opened the application period for sixteen new supply-managed tariff rate quotas, as of June 15, 2020.

- CUSMA – Ice Cream and Ice Cream Mixes;
- CUSMA – Other Dairy;
- CUSMA – Chicken; and
- CUSMA – Eggs and Egg Products.
Eligibility & Allocation Policy
You are eligible to apply for an allocation if you are a: Processor of the subject goods in your own provincially-licensed or federally-registered facility; or, a Distributor that buys and re-sells it to other businesses.
Applicants are required to be “active regularly in the Canadian food or agriculture industry at the time of application” (in addition to during the reference period), and must remain active regularly during the quota year.
Individual applicants and related-persons applicants are eligible for a single allocation only.
For all dairy year* TRQs, the first quota year will begin July 1, 2020, but in the second quota year the start date will shift back to August 1, 2020. Applications for both quota years will be processed and allocated simultaneously.
Those submitted for a TRQ administered on a dairy year basis for the 2020-2021 TRQ year (Milk, Cream, Skim Milk Powder, Butter, and Cream Powder, Milk Powders, and Whey Powder) will also be considered as an application for the 2019-2020 TRQ year.
For calendar year TRQs, the first quota year will start July 1, 2020, and allocations will be prorated for the remainder of 2020.
The deadline for applications for both dairy and calendar year TRQs is June 22, 2020.
Note: Allocations will be issued on June 30, 2020.
*The 12-month period beginning on each August 1 after the coming into force of the Dairy Products Marketing Regulations.
Due to ongoing public health restrictions in effect at federal government facilities, Global Affairs is temporarily unable to process applications by fax or mail. All TRQ applications must now be submitted electronically.
Additionally, the government’s “Comprehensive Review of the Allocation and Administration of TRQs for Dairy, Poultry, and Egg Products” was indefinitely suspended last month owing to the pandemic. Publishing of the finalized CUSMA policies regarding TRQs that will follow the conclusion will, therefore, be delayed accordingly.
