The Office of the U.S. Trade Representative this week issued Updated USMCA Interim Implementing Instructions, replacing those published on April 20, 2020.
These updated instructions provide early guidance concerning the new requirements under the USMCA, including details on claiming USMCA preferential treatment for goods.

U.S. Customs and Border Protection cautions that the instructions “are for advance informational and advisory purposes only. They are not final and are subject to further revision. They are not intended to have legal or binding effect.”
Upcoming Release Dates
CBP advises that the finalized version of the Instructions will be released prior to the USMCA coming into effect.
The trade pact’s new supporting regulations (Part 182 of Title 19, Code of Federal Regulations 182) providing additional details concerning the USMCA entry, compliance, and other requirements, are to be issued on July 1, 2020.
