The Consumer Product Safety Commission (CPSC) reporting through US Customs and Border Protection’s ACE system will begin on July 8th, 2026.
This will allow industry to begin electronic filing (eFiling) of Certificate of Compliance data elements for import regulated consumer products. This requirement allows CPSC to receive product safety certification data electronically at the time of entry, rather than only upon request.
The Importer of Record is responsible for ensuring that all required information is accurate and available at the time of entry. Your customs broker will transmit this data to CBP through ACE based on the information you provide. Note: Incomplete or incorrect CPSC eFiling data may result in CBP holds, rejected entries, exams, or shipment delays.
How do I know if CPSC regulations apply to my product?
Use the CPSC’s Regulatory Robot Tool! It’s a free online tool that will ask you a few questions about your product and then give you a customized report with the likely applicable requirements.
You need to register and obtain one certificate per product
CPSC requires that each certificate contains information for only one product.
A product is considered materially different – and therefore requires a separate certificate—if differences exist that could affect compliance, including:
- Product design
- Manufacturing process or location
- Source of component parts, paints, coatings, or materials
If a difference could impact compliance, a separate eFiled certificate is required.

What information does my broker need to report to the CPSC?
There are two CPSC eFiling Methods:
1. Certificate on File with CPSC (Product Registry)
If a certificate of compliance for the imported product is currently filed through the CPSC product registry, fewer data points are needed for reporting.
Required data elements include:
- Statement of intended use
- Product ID used in the registry
- Product ID certificate version used in the registry
- Certifier ID used in the registry
2. Complete Dataset Reporting
If your product certificate of compliance is not on file with CPSC, a complete dataset must be provided at the time of entry.
Required data elements include:
- Type of Certification and number:
- Children’s Product Certificate (FCP), or
- General Certificate of Conformity (FGC)
- UPC number of the product
- One (1) of the following item identity numbers:
- MN – Model
- SE – Serial number
- RN – Registered number
- ALT – Other type of unique identifier
- Month and year of manufacture
- Parties Roles including name, address and contact information for two (2) of the following parties:
- CE – Certified Entity – Importer, MFG, Private labeler (address needed)
- ITL – Independent 3rd party laboratory (lab ID number needed). Note: If an ITL or LAB are provided, the date of testing must also be provided
- LAB – Laboratory – (address needed) *
- MF – Manufacturer – (address needed)
- NOL – No lab testing required (testing exclusions)
- PK – point of contact (contact info and address)
- Indication of the existence of a Certificate that meets the requirements of Sections 14 and Section 17 of the CPSA, and 16 CFR part 1110 for the regulated finished product;
- Yes – Certificate Exists, or
- No Certificate Exists
- If ITL, LAB, or NOL parties are declared, then the following information will also be required:
- Citation Code
- Lab test report ID, URL, or access key to the information

Disclaim Reporting (When Certification is Not Required)
Disclaim A: Certification Not Required
- Your product(s) falls within CPSC’s jurisdiction, but no rule, ban, standard, or regulation requiring a certificate applies.
- Your product(s) fall(s) outside of CPSC’s jurisdiction.
- Your products are component parts, not finished products.
Disclaim B: CPSC Enforcement Discretion
- Adult wearing apparel claiming exemption under 16 CFR 1610.1(d)(1) or 1610.1(d)(2) as meeting the requirements for plain surface fabrics that are considered low-risk for flammability and are therefore exempt from mandatory testing under the general wearing apparel flammability standard.
- Household refrigerators if the product displays an appropriate safety certification mark indicating compliance.
- Upholstered furniture must comply with 16 CFR part 1640, including a certification label, but does not require a GCC if part 1640 is the only applicable rule.
- *Note that upholstered furniture may need to comply with additional CPSC testing requirements, such as lead in paint, or children’s product testing for lead and/or other applicable requirements, which would require a GCC or CPC, as applicable.
- Personal use products exported for repair and then reimported.
- Products sent as a gift from one consumer abroad to another consumer in the United States.
