T​​​​​​​he Canada Border Services Agency (CBSA) has initiated an administrative review of copper pipe fittings (CPF) originating in or exported from China, South Korea, and the United States. The review will reassess normal values, export prices, and subsidy amounts under the Canadian International Trade Tribunal’s (CITT) September 14, 2022 order covering dumped imports from all three countries and subsidized imports from China.

As part of the review, the CBSA has also launched a Section 20 inquiry to examine whether domestic prices in China’s copper fitting and plumbing sector are substantially influenced by government intervention rather than competitive market conditions.

Section 20 Inquiry Into China’s Copper Fitting and Plumbing Sector

The CBSA stated that information before the agency indicates there is reason to believe non-competitive conditions may exist in China’s copper fitting and plumbing sector. The agency will request information from both the Government of China and participating exporters as part of the inquiry.

Information provided by exporters and producers in South Korea and the United States may also be used when determining normal values for Chinese exports under the Special Import Measures Act (SIMA).

  • For importers: June 22, 2026, at 5:00 p.m. ET.
  • For exporters: July 8, 2026, at 5:00 p.m. ET

  • June 1, 2026: Initiation of administrative review
  • June 22, 2026, by 5:00 p.m.: Importer responses to CBSA Request for Information (RFI) due
  • July 8, 2026, by 5:00 p.m. ET: Exporter and government responses to CBSA RFI due
  • October 13, 2026, by noon ET: Closing of the record
  • October 20, 2026, by noon ET: Case arguments due from all parties
  • October 27, 2026, by noon ET: Reply submissions due from all parties on case arguments
  • TBD: Conclusion of CBSA administrative review

Potential Duty Exposure

Exporters that fail to provide sufficient information or do not cooperate with the review may be subject to anti-dumping duties determined through ministerial specification.

Applicable rates include:

  • 242.0% anti-dumping duty on goods from China, South Korea, and the United States
  • 17.73 CNY/kg countervailing duty on Chinese goods where subsidy amounts cannot be determined

ACE Filing

The CBSA will conduct this administrative review through the Anti-dumping and Countervailing E-filing (ACE) web application. All responses to questionnaires and related submissions must be filed through the ACE platform.
