T​​​​​​​​​​he U.S. Customs and Border Protection (CBP) issued two Withhold Release Orders (WROs) on June 23, 2026, for garments produced by Needle Craft Ltd. and Casual Wear Apparel L.L.C. in Jordan. Effective immediately, CBP will detain shipments of these garments at U.S. ports of entry based on evidence indicating forced labor concerns. The WROs follow a CBP investigation that reviewed government records, company information, reports, worker statements, and other evidence. A press release was also posted on the CBP website.

CBP Investigation Findings

CBP found evidence showing that workers at the two facilities were subject to seven forced labor indicators identified by the International Labour Organization, including:

  1. Retention of identity documents
  2. Excessive overtime
  3. Threats and intimidation
  4. Violence
  5. Wage withholding
  6. Movement restrictions
  7. Abusive working conditions

CBP also confirmed through trade data that garments from the facilities are being, or are likely to be, imported into the U.S.

Actions for Affected Importers

Importers with detained shipments may either export or destroy the goods or submit evidence showing the goods were not produced with forced labor
