Why the Emergency Was Declared

U.S. seeks to address fertilizer supply concerns caused by recent disruptions in global supply chains and ensure American farmers have adequate access to a key agricultural input needed to support crop production and the domestic food supply. According to the proclamation, producers in the Kingdom of Morocco can currently supply phosphate fertilizer to the U.S. without disruption.

Temporary Suspension of Duties for Eight Months

The proclamation temporarily suspends certain anti-dumping and countervailing (AD/CVD) duties on phosphate fertilizer imported from the Kingdom of Morocco. The suspension will remain in effect for eight months or until the emergency is terminated, whichever comes first.

Background

The proclamation follows earlier Administration actions related to domestic agriculture and fertilizer production. In February 2026, President Trump signed an Executive Order invoking the Defense Production Act to support domestic production of elemental phosphorus, a key input for agriculture and national defense.
