These updates can affect entry filing, tariff classification reporting, account management, refunds, cargo processing, and other customs procedures. Updated HTSUS Reporting Order for ACE Entry Summaries

CBP issued CSMS #69668138 with updated guidance on the order for reporting multiple HTSUS classifications on the same entry summary line in ACE when Chapter 98 or Chapter 99 classifications apply.

HTS Reporting Sequence

Filers should report the classifications in the following order:

  1. Chapter 98 classification, if applicable
  2. Chapter 99 classification(s) for additional duties, if applicable
  3. Chapter 99 trade remedy classifications, in this order:
    • Section 301
    • Section 338
    • Section 232
    • Section 201 duties, if applicable
    • Section 201 quota, if applicable
  4. Chapter 99 replacement-duty or other-use classification, including a Miscellaneous Tariff Bill provision or other applicable provision
  5. Chapter 99 classification for other quota, if applicable
  6. Chapter 1-97 classification

The entered value should generally appear on the Chapter 1-97 HTSUS classification, unless Chapter 98 reporting provisions require different treatment.
