Reminder: Canada’s 2025 MERV End-of-Model-Year Reports Due June 1, 2026

E​​​nvironment and Climate Change Canada (ECCC) reminded importers about reporting requirements under Canada’s Marine Spark-Ignition Engine, Vessel and Off-Road Recreational Vehicle Emission Regulations (MERV Regulations). Importers must submit Importation Declarations before importation and complete End of Model Year reports by June 1 of the following model year. This means reports for 2025 model year products are due June 1, 2026. Also, based on the advisory relayed by the Canadian Society of Customs Brokers (CSCB), importers are advised to work with their brokers to help meet reporting and compliance requirements.

Products Covered

The regulations apply to the following:

Marine engines and vessels:

  • Outboard motor engines
  • Personal watercraft engines (including jet skis)
  • Sterndrive engines
  • Inboard engines
  • Vessels powered by these engines, including those with installed fuel lines or fuel tanks

Off-road recreation vehicles:

  • Snowmobiles
  • Off-road motorcycles
  • All-terrain vehicles (ATVs)
  • Utility vehicles

Import Declaration Requirements

Under the regulations, importers must submit an Importation Declaration before products enter Canada.

Companies can complete this requirement through the Canada Border Services Agency’s Single Window Initiative (SWI).

2025 End-of-Model-Year Reporting Requirements

Importers must submit End-of-Model-Year reports for 2025 model year products by June 1, 2026.

Reporting requirements depend on import volume:

  • Fewer than 100 imported units: simplified report allowed
  • More than 100 imported units: fleet averaging calculations required

Reporting Forms and Compliance Support

ECCC provides Excel workbooks that help businesses generate required reports after entering product information.
