The Government of Canada has introduced An Act respecting the prohibition of the importation of goods produced by forced labour to reinforce its existing import ban framework. According to the news release on June 12, 2026, “If adopted, the Act would reinforce Canada’s existing framework to prevent goods made with forced labour from entering the Canadian market.”

Enforcement Measures

The legislation expands tools used to detect and intercept high-risk goods. These changes aim to improve enforcement consistency and provide clearer conditions for importers and businesses operating in Canada. The measure follows commitments by Mark Carney to tighten import controls related to forced labour in supply chains.

  • Border enforcement: Canada strengthens its capacity to identify and stop goods linked to forced labour at entry points.
  • Federal coordination: The legislation formalizes information sharing among federal agencies to support enforcement actions and coordinated decision-making.
  • Evidence handling: Stronger mechanisms support the assessment and timely action on evidence of forced labour, improving consistency in enforcement decisions.

Official’s Statement

“Canada will not tolerate the presence of goods produced through forced labour in our markets. This legislation strengthens our commitment to human rights and fair, transparent trade by giving us stronger tools to stop these goods at the border and protect the integrity of our supply chains. It also supports vulnerable workers and aligns Canada with global efforts to eliminate forced labour from international trade.”
