CBSA Releases List of Steel Derivative Products Subject to 25% Tariff (Updated)

On December 12, Canada released a list of steel derivative products subject to 25% tariffs, which take effect on December 26, 2025. The new tariff is part of Canada’s new measures to protect its steel and lumber industry, announced last Nov. 26.
The list covers a wide range of goods, from structural components and wire products to chains, springs, furniture, lighting, and specialized forged or cast items. Certain exemptions apply, including goods under specific surtax orders, casual goods, Chapter 98 items, and imports for use in vehicles, aircraft, or energy projects. Remission requests will be considered on a case-by-case basis.
Latest Updates: Steel Derivative Goods Surtax Order
On December 24, 2025, the Canada Border Services Agency (CBSA) issued a notice confirming that the Steel Derivative Goods Surtax Order will take effect on December 26, 2025, imposing a 25% surtax on certain steel derivative goods imported for commercial purposes.
Surtax Application
- Applies to steel derivative goods listed in the Steel Derivative Goods Surtax Order Schedule.
- Only one surtax measure applies per good; Canada follows a non-stackable surtax policy.
- Goods may be subject to anti-dumping, countervailing duties, or GST in addition to the 25% surtax.
Example Calculation
- No MFN duty: $1,000 value × 25% surtax = $250 surtax; GST adds $62.50; total payable = $312.50
- With MFN duty and anti-dumping: $1,000 value + $50 duty + $34 anti-dumping + $250 surtax = $400.70 total payable.
3925.20 Surtax Application
In line with this, the Canadian Society of Customs Brokers (CSCB) sought clarification from the CBSA on the application of 3925.20 surtax.
“How do importers treat commodities in 3925.20 that do not include goods made of steel? It appears that the surtax applies regardless, since it applies strictly to the HS, but could you please confirm?”
The CBSA confirmed that goods classified under 3925.20.00.10 and 3925.20.00.90 fall within the scope of the Steel Derivative Goods Surtax Order, with exemptions explicitly set out, including:
- Goods already subject to other designated surtax orders
- Casual goods as defined under Canadian regulations
- Items classified under Chapter 98 of the Customs Tariff
- Imports before July 1, 2026 intended for manufacturing motor vehicles, aircraft, or related parts
- Utility wind towers under tariff 7308.20.00 for eligible projects west of the Ontario–Manitoba border
- Goods already in transit to Canada when the order came into effect

- Bridges and bridge-sections (Tariff 7308.10.00).
- Towers and lattice masts (Tariff 7308.20.00).
- Doors, windows, and their frames and thresholds for doors (Tariff 7308.30.00).
- Other structures and parts (e.g., roofs, roofing frameworks, shutters, balustrades, pillars, columns) (Tariff 7308.90.00).
Iron/Steel Wire Products
- Stranded wire, rope,s and cables (Tariff 7312.10.00).
- Other stranded wire, ropes, cables, plaited bands, slings (Tariff 7312.90.00).
- Barbed wire; twisted hoop or single flat wire, barbed or not; loosely twisted double wire for fencing (Tariff 7313.00.00).
Iron/Steel Cloth, Grill, Netting, Fencing, and Expanded Metal
- Woven cloth: Endless bands for machinery, of stainless steel (Tariff 7314.12.00).
- Woven cloth: Other woven cloth, of stainless steel (Tariff 7314.14.00).
- Woven cloth: Other (Tariff 7314.19.00).
- Grill, netting and fencing, welded at the intersection, of wire with maximum cross-sectional dimension of 3 mm or more and mesh size of 100 cm² or more (Tariff 7314.20.00).
- Other grill, netting and fencing, welded at the intersection: Plated or coated with zinc (Tariff 7314.31.00).

Exempted Goods
The 25% tariff does not apply to:
- Products already subject to existing surtax orders, including the China Surtax Order (2024), U.S. Steel and Aluminum Surtax (2025), or related steel surtax orders.
- Casual goods, as defined under Canada’s Persons Authorized to Account for Casual Goods Regulations.
- Items classified under Chapter 98 of the Customs Tariff, even if they could otherwise fall under the new tariff schedule.
- Steel products imported before July 1, 2026, for use in manufacturing motor vehicles, motor vehicle chassis, or parts and accessories for these vehicles.
- Steel products imported before July 1, 2026, for use in aircraft, spacecraft, or ground flying trainers, including parts for these.
- Utility wind towers and sections of towers classified under tariff item 7308.20.00, when imported for energy projects located west of the Ontario–Manitoba border.
- Goods already in transit to Canada on the day the tariff comes into effect.
Requests for Remission of Tariffs
Importers may request tariff remission if:
- Goods cannot be sourced domestically.
- Exceptional circumstances could cause severe economic harm.
- Remission requests are reviewed individually, and approvals depend on supporting documentation and CBSA discretion.
