The
Government of Canada is inviting stakeholder input on its administration of tariff-rate quotas for select steel goods under item 82 of the Import Control List. The TRQs were introduced on June 27, 2025, and have been amended on three occasions since, most recently on June 28, 2026. Global Affairs Canada has committed to ongoing review of the measure and is now exploring an allocations-based approach for certain product classes. Stakeholders can review the background information page before submitting comments by 11:59 p.m. (Eastern Time) on August 19, 2026.

Background
The steel TRQ measure was first implemented on June 27, 2025, under the Order Imposing a Surtax on the Importation of Certain Steel Goods (SOR/2025-148), which establishes the quota volumes and applicable surtax rates. The measure has since been amended on three separate occasions: August 1, 2025, December 26, 2025, and June 28, 2026. The current rules and procedures governing the steel TRQs are set out in Notice to Importers: Item 82, Steel Goods, Serial No. 1163.
