Companies engaged in semiconductor R&D and manufacturing, quantum computing, additive manufacturing, aerospace, and advanced materials should review the additions closely, as new product categories may now be subject to export controls.

he Government of Canada has published an updated version of A Guide to Canada’s Export Control List (the Guide), reflecting changes agreed upon during multilateral export control and non-proliferation regime meetings in 2024.

The May 2025 edition includes both significant additions and a limited number of deletions, particularly affecting advanced manufacturing, semiconductor technology, and defense-related sectors.

While most revisions clarify existing entries without altering their scope, several substantive changes have been made. Exporters are strongly advised to review the Guide in detail and assess the implications for their products or technologies.

Additions to the Export Control List

Emerging Technology & Advanced Manufacturing

  • Ultrasonic Atomization

    • 1-1.B.2: Certain equipment for ultrasonic atomization

    • 1-1.C.2.c: Powder materials produced using ultrasonic atomization

  • Semiconductors & Electronics (Group 5506)

    • 5506.2.b.ii: Technology for development of GAAFET (Gate-All-Around Field-Effect Transistor) structures

    • 5506.2.c.i–iii: Advanced CMOS ICs, quantum computers, and parametric signal amplifiers

    • 5506.2.c.iv: Cryogenic cooling systems and components

    • 5506.2.d.i–viii: Manufacturing tools and materials for advanced chip production including EUV masks, pellicles, dry etching equipment, and cryogenic wafer probing

    • 5506.2.e: Isotopically pure silicon or germanium materials

Defense & Aerospace

  • 2-10.j: Sub-orbital craft designed for military use

Life Sciences

  • 7-12.11: Certain peptide synthesizer

Deletions

  • 1-8.A.1.c.1.c: Control on unmanned submersible vehicles with optical wireless data/command links over 1,000 meters has been removed.
