O​​​​​​​​​​​​​​​​​n March 19, 2026, CFIA announced the extension of the compliance promotion period for bulk fertilizers to July 31, 2027. The extension gives the industry additional time to work with the agency on practical labeling approaches under the 2020 amended Fertilizers Regulations. The extended period reflects continued discussions between CFIA and the sector on turning regulatory requirements, like bilingual labels under the Official Languages Act, into workable steps. Meanwhile, inspectors will continue to check products and notify companies of labeling issues that do not affect safety. Immediate action will be taken if a serious safety risk is found. 

Labeling and Compliance Clarifications

  • Labels Required: Every fertilizer sold in Canada must be accompanied by a label or equivalent documentation that includes the required information. Shipping bills or similar documents that contain the required data meet the definition of a label under the Fertilizers Act.
  • Precautionary Statements: Fertilizers must include safety and handling information; the 2020 amendments clarified wording without introducing new precautionary requirements.
  • Bilingual Requirements: A key regulatory change affecting CFF products is the requirement that mandatory label information appear in both English and French to satisfy the Official Languages Act.
  • Lot Numbers: The updated regulations include a lot number requirement for CFF to enable traceback if harmful contaminants are found. CFIA recognizes existing internal tracking practices as meeting this requirement.

More Time to Prepare for Compliance

Fertilizer producers, importers, distributors, and service providers now have additional time to review and adjust labeling processes to align with the updated regulatory framework. They can use this period to ensure bilingual labels meet the Official Languages Act, verify lot number and precautionary statement requirements, and address any non-safety issues identified by CFIA inspectors.
