New Steel Derivatives Added to 50% Section 232 Tariffs Effective June 23 (Updated)

Updated Guidance: Section 232 Additional Steel Derivative Products
he Bureau of Industry and Security (BIS) has amended Annex I of its steel derivatives rule to include eight new household appliances and components under the 50% Section 232 tariff regime. The changes take effect 12:01 a.m. ET on June 23, 2025, according to a notice published in the Federal Register.
The additions finalize and clarify a prior miscommunication in a June 3 U.S. Customs and Border Protection (CBP) message and confirm the correct Harmonized Tariff Schedule of the United States (HTSUS) subheadings to be covered.
Revising Annex 1
Now includes the following steel derivative products:
8418.10.00 – Combined refrigerator-freezers, fitted with separate external doors
8451.21.00 and 8451.29.00 – Small and large dryers
8450.11.00 and 8450.20.00 – Washing machines, both automatic and other
8422.11.00 – Dishwashing machines for household use
8418.30.00 and 8418.40.00 – Chest-type and upright freezers
8516.60.40 – Ranges, ovens, and cooking stoves
8509.80.20 – Food waste disposals
9403.99.9020 – Welded wire rack for household use (statistical reporting number)
These items are now classified as derivative steel products under Proclamation 10896 and will be subject to a 50% tariff based on the value of the steel content in each product. BIS emphasized that all other tariff codes for steel and steel derivative products listed in Annex 1 remain unchanged.
Additionally, BIS clarified that welded wire racks under statistical reporting number 9403.99.9020 are also subject to tariffs under Proclamation 10895 as derivative products of aluminum, based on their aluminum content:
“Note that products classified under statistical reporting number 9403.99.9020 continue to be subject to tariffs under Proclamation 10895 as derivative products of aluminum for their aluminum content,” the agency stated.
Importers are advised to reassess classification and tariff exposure and consider exclusion requests through the Section 232 Exclusions Portal.
