The Government of Canada’s Federal Plastics Registry (FPR) requires producers to report detailed information about plastics across the Canadian economy. Phase 1 focuses on plastic packaging, electronics and electrical equipment (EEE), and single-use plastic products. Reporting is mandatory for producers who meet specific thresholds, with the Phase 1 deadline set for September 29, 2025.

The Notice published in the Canada Gazette on April 20, 2024 outlines the requirement for annual reporting for the years 2024 through 2026.

Who Must Report?

Reporting is required from producers such as:

  • Retailers
  • Importers
  • Manufacturers

If your production or imports of listed plastic products exceeded 1,000 kilograms in 2024, you must report.

What Information Is Required

Administrative Details

  • Business Number (BN) issued by the Canadian Revenue Agency (CRA)
  • Business address and contact information
  • Six-digit NAICS Canada codes
  • Provincial and territorial Extended Producer Responsibility (EPR) programs participation
  • Stewardship programs participation
  • Producer Responsibility Organizations (PROs) engaged, including provinces and territories covered

Total kilograms of plastic packaging and products by:

  • Resin type and resin source (e.g., virgin or recycled)
  • Product category and subcategory
  • Destination (residential waste stream)
  • Country of origin (manufactured in Canada or imported)
  • Distribution by province and territory
