mendments to General Import Permits (GIPs) No. 80 and No. 81 now require steel importers to report the Country of Melt and Pour (COM)—where raw steel is first melted and poured into solid form—through the Single Window Integrated Import Declaration (SW IID).

Effective January 21, 2025, providing COM data, typically found on mill test certificates, will be mandatory to use these permits, supporting Canada’s commitment to transparent steel supply chains in alignment with the 2019 Joint Statement with the U.S. on steel trade.

Key Compliance Details

How to Report:

  • COM data must be entered in the new SW IID field, similar to reporting the country of origin.

Exemptions:

  • Shipments valued under $5,000 CAD.
  • Certain finished steel products e.g. cold-formed angles, welded shapes, fencing wires, wire nails, and railway track components.
  • Importers in the Customs-Self Assessment (CSA) program.

Why COM Data Matters

The mandatory collection of COM data increases transparency in Canada’s steel import supply chain. By monitoring the origins of imported steel, Canada aims to support public reporting on trends and improve compliance oversight by the Canada Border Services Agency (CBSA).

Preparing for Compliance

To ensure readiness, importers should:

  • Confirm if their steel products fall under the amended GIPs.
  • Identify COM information in import documentation such as mill test certificates or commercial invoices.
  • Retain required records as outlined in the Notice to Importers – Serial No. 1133.
