U.S. Customs User Fee Increases Effective October 1, 2024

he U.S. Customs & Border Protection (CBP) has announced significant increases in user fees, effective October 1, 2024. These adjustments reflect a 30.849% rise, aligning with inflation rates for fiscal year 2025.
Background
The fee increases are mandated by the Fixing America’s Surface Transportation Act, passed in 2015, which requires CBP to adjust fees in accordance with inflation and other economic factors. This act ensures that user fees remain current and adequate to cover the costs of services provided by CBP.
Affected User Fees
Merchandise Processing Fee (MPF)
- Minimum: $32.71 (previously $31.67). Maximum: $634.62 (previously $614.35). Note: There is no change to the MPF rate of 0.3464%.
- Informal MPF, Automated, for Entry or Release Not Prepared by CBP Personnel: $2.62 (previously $2.53)
- Dutiable Mail Fee: $7.20 (previously $6.97)
Arrival Fees
- Commercial Truck Arrival: $7.20 / $130.85 annual cap (previously $6.95 / $126.67)
- Rail Car Arrival: $10.80 / $130.85 annual cap (previously $10.45 / $126.67)
- Commercial Vessel Arrival: $571.81 / $7,792.05 annual cap (previously $553.55 / $7,543.20)
- Barge and Other Bulk Carrier Arrival: $143.93 / $1,962.73 annual cap (previously $139.34 / $1,900.05)
- Private Vessel or Aircraft First Arrival/Calendar Year Prepayment: $35.98 (previously $34.83)
- Commercial Vessel or Aircraft Passenger Arrival: $7.20 (previously $6.97), or $2.53 from a U.S. Territory
- Customs Broker Permit: $180.57 (previously $174.80)
Other Merchandise Processing Fees
- Express Consignment Carrier/Centralized Hub Facility, per Individual Waybill/Bill of Lading: $0.46 minimum, $1.31 maximum (previously $0.44 / $1.27)
- Surcharge for Manual Entry or Release: $3.93 (previously $3.80)
- Informal Entry or Release, Manual; Not Prepared by CBP Personnel: $7.85 (previously $7.60)
- Informal Entry or Release Prepared by CBP Personnel: $11.78 (previously $11.40)
Adjustments Based on CPI
Consolidated Omnibus Budget Reconciliation Act (COBRA) user fees are adjusted whenever the Consumer Price Index (CPI) increases by more than 1%, ensuring that fees keep pace with economic changes.
