U.S. Commerce Announces New Process for Auto Parts Tariff Requests
Trade Update • July 7, 2025
Key Points:
- U.S. producers can request that additional imported auto parts be added to the 25% Section 232 tariffs during four annual two-week windows starting July 1, 2025.
- Requests must include part details, HTSUS codes, import and production data, and national security impact.
- Valid requests are posted for 14 days of public comment after each window closes.
- The Department of Commerce (DOC) decides within 60 days; approved parts are added to the tariff list immediately.
n June 24, 2025, the U.S. DOC’s International Trade Administration (ITA) announced a new auto parts tariff request process that allows U.S. auto parts manufacturers to request adding more imported parts to the 25% tariffs under Section 232.
This new process follows a presidential proclamation issued on March 26, 2025, which directed the DOC to establish a system for adding more auto parts to the tariff list. The goal is to strengthen national security trade measures and support the domestic auto industry by addressing imports that may unfairly compete with American-made parts.
Request Process
- Submission Windows: Requests can be submitted during four two-week periods each year (in January, April, July, and October). The first window opens July 1, 2025. This rolling schedule creates predictable quarterly tariff submission windows for U.S. producers.
- What to Include:
Each request must have:- The requester’s name and contact details
- A clear description of the auto part
- 8- or 10-digit HTSUS codes for auto parts
- An explanation of why the item is an auto part
- Information about the U.S. industry affected
- Data on imports and domestic production
- Evidence showing increased import activity and its threat to national security or the objectives of the Section 232 auto parts tariffs
- Review and Public Comment: During each submission window, the DOC reviews requests as they come in. After the window closes, valid requests are published online for 14 days so the public and industry can comment.
- Decision Timeline: The DOC will make a final decision within 60 days of receiving each request. If approved, the item is immediately subject to the 25 percent tariff on auto parts, starting the day after the decision is published.
Additional Guidelines for Producers
- Only U.S. producers can submit requests.
- Submissions must be emailed to AutoInclusions@trade.gov.
- The process repeats quarterly, offering regular opportunities to expand coverage under the Section 232 auto parts tariffs.
- Consider consulting with trade experts for guidance.
- Stay updated on any updates from the DOC.
Enforcement and Support
The DOC and Customs and Border Protection (CBP) enforcement teams will monitor compliance with the tariff list and enforce tariff measures as necessary. Additionally, certain auto manufacturers assembling vehicles in the U.S. may be eligible for import adjustment offsets to help mitigate the impact of tariffs, as outlined in related presidential proclamations and official guidance.
Note: An official Federal Register notice providing formal regulatory details on the auto parts tariff inclusion process has not yet been published. The process currently follows the DOC’s announcement and related guidance.
