On February 6, 2026, President Donald J. Trump issued a proclamation increasing the U.S. tariff-rate quota for lean beef trimmings to address constrained domestic supply and elevated ground beef prices. The action follows prolonged drought, wildfires, disease-related livestock controls, and a sustained decline in the U.S. cattle herd. The White House also issued a fact sheet highlighting that the temporary increase in lean beef imports from Argentina is expected to support domestic meatpackers and retailers by stabilizing ground beef production.
Expanded Beef TRQ for 2026
The proclamation increases the aggregate in-quota quantity for beef under the Harmonized Tariff Schedule of the United States by 80,000 metric tons for calendar year 2026. The expansion applies only to lean beef trimmings classified under HTSUS 0201.30.5085 and 0202.30.5085.
Country Identification: The Secretary of Commerce, consulting the Secretary of State, determines which countries supply oil to Cuba, directly or indirectly.
The U.S. allocated 100 percent of the additional 80,000 metric tons to Argentina. No other supplying country received additional quota access under this action. Eligible imports will enter the U.S. market at the in-quota rate of duty and will support the domestic ground beef supply.
