Reminder: Canada Seeks Feedback on Proposed CSC Reporting Changes by May 4

Global Affairs Canada (GAC) has proposed an Order to amend General Import Permit No. 83 under the Aluminum Import Monitoring Program. The amendments would require importers to report country of smelt and country of cast information for covered aluminum goods. The Canada Border Services Agency (CBSA) would collect this data through the Single Window system at the time of importation. The proposal is published in Canada Gazette, Part I and is open for a 30-day consultation period. Stakeholders may submit feedback before the deadline.
Proposed Changes
Some of the Order’s key proposed changes include:
- Importers of applicable aluminum goods would need to report:
- Country of largest smelt (primary aluminum)
- Country of second-largest smelt (where applicable)
- Country of most recent cast
- Importers would be required to provide CSC information to the CBSA at the time of importation.
- CSC data would be collected directly by the CBSA directly through the Single Window Integrated Import Declaration (IID) system.
- Importers must retain supporting documentation related to CSC information for six years following the year of importation.
- Businesses under Canada’s Customs Self-Assessment (CSA) program do not need to include the GIP83 permit code when filing import declarations and are also not required to report CSC data for eligible goods at the time of import.
- Imported goods with a total value for duty of $5,000 or less are not required to include CSC information at the time of import, which reduces reporting requirements for low-value shipments.
