T​​​​​​​​​​​​​​​​​​​heU.S., Mexico, and Canada flags representing the 2027 USMCA joint review Office of the United States Trade Representative (USTR) is seeking public comments ahead of the 2027 annual joint review of the United States-Mexico-Canada Agreement (USMCA). USTR will accept comments on the agreement’s operation, implementation, and compliance, as well as issues affecting investment and competitiveness in North America. The agency will also hold a public hearing and accept requests to testify. Written comments and hearing requests must be submitted by January 12, 2027.

Comments Due January 12, 2027

Written comments must be submitted under Docket USTR-2026-0595 through the USTR comment portal. USTR is seeking input on:

  • USMCA operation and implementation
  • Compliance issues
  • Actions USTR should propose before the joint review
  • North American investment conditions
  • U.S. competitiveness, productivity, and technological leadership
  • North American economic security and competitiveness
  • Cooperation concerning non-market policies and practices of other countries

Hearing Requests Also Due January 12

Parties seeking to testify must submit a request to appear under Docket USTR-2026-0596 by January 12, 2027, at 11:59 p.m. EST.

The request must include a summary of the proposed testimony. Hearing remarks will be limited to five minutes. USTR will publish the hearing date and location on its website.

Rebuttal Comments Due After the Hearing

Interested parties may submit rebuttal comments within seven calendar days after the last day of the public hearing.

Rebuttal comments must use Docket USTR-2026-0595 and should address or supplement testimony presented at the hearing.

Submission Requirements

All submissions must be in English. No account is required to submit comments or request to testify.

Organizations such as law firms, trade associations, and customs brokers must provide the full legal name of the organization they represent and a primary point of contact.

For business confidential information:

  • Mark each applicable page “BUSINESS CONFIDENTIAL.”
  • Identify the specific confidential information.
  • Certify that the information would not customarily be released to the public when requesting confidential treatment.
  • Provide a public version if attachments contain BCI.

Small businesses and organizations representing small businesses should identify themselves in their submissions.

Background

The USMCA entered into force on July 1, 2020. Under Article 34.7.1, the agreement will terminate on July 1, 2036, unless all three parties confirm that they want to extend it for another 16-year term.

The first joint review took place on July 1, 2026. The U.S. did not agree to extend the agreement for another 16-year term at that meeting. Annual joint reviews will continue until the parties confirm an extension or the current term expires.
