AD/CV Potential Duties on Corrosion-Resistant Steel from Ten Countries

n September 2024, the U.S. International Trade Commission (USITC) initiated a series of investigations related to the importation of corrosion-resistant steel products from 10 countries. This move signals the Commission’s growing concern over potential market distortions caused by unfair trade practices, particularly dumping and government subsidies. Here’s a breakdown of the products under investigation, affected countries and the dumping margins.
Products Under Investigation
The steel products that are facing scrutiny fall under various Harmonized Tariff Schedule (HTS) subheadings, which cover a broad range of corrosion-resistant steel products. These products are widely used in construction, manufacturing, and other industries, making them critical to both domestic and global markets. These include items classified per the following HTS:
- 7210.30.00, 7210.41.00, 7210.49.00, 7210.61.00, 7210.69.00, 7210.70.60, 7210.90.10, 7210.90.60, 7210.90.90, 7212.20.00, 7212.30.10, 7212.30.30, 7212.30.50, 7212.40.10, 7212.40.50, 7212.50.00, 7212.60.00, 7215.90.10, 7215.90.30, 7215.90.50, 7217.20.15, 7217.30.15, 7217.90.10, 7217.90.50, 7225.91.00, 7225.92.00, 7225.99.00, 7226.99.01, 7228.60.60, 7228.60.80, and 7229.90.10
Affected Countries and Dumping Margins
It is alleged that imports from Australia, Brazil, Canada, Mexico, Netherlands, South Africa, Taiwan, Turkey, United Arab Emirates, and Vietnam are being sold in the U.S. at less than fair value and are benefiting from subsidies from their respective governments. As a result, U.S. producers are facing significant competitive disadvantages, and the domestic industry is being materially harmed or threatened with harm. The alleged average dumping margins for these countries range and are detailed below:
- Australia – 48.42%
- Brazil – 75.7%
- Canada – 35%
- Mexico – 34.16%
- Netherlands – 15.6%
- South Africa – 51.99%
- Taiwan – 67.9%
- Turkey – 16.39%
- UAE – 77.68%
- Vietnam – 158.83%
Comment Period Open
The USITC has provided avenues for public participation in these investigations. Industrial users of the products under investigation, consumer organizations, and other interested parties are invited to file written submissions or participate in the ongoing hearings through Commission’s Electronic Document Information System (EDIS, https://edis.usitc.gov) by October 1, 2024.
