CBSA Announces Preliminary Determinations on Steel Strapping Imports

On September 16, 2025, the Canada Border Services Agency (CBSA) announced preliminary determinations under the Special Import Measures Act (SIMA) concerning steel strapping imported from China, South Korea, Türkiye, and Vietnam. CBSA found dumping on imports from all four countries and subsidies on imports from China. As a result, provisional duties will be payable on shipments released from customs on or after September 16, 2025. Importers are advised to review CBSA guidance for compliance.

Preliminary Determinations

The CBSA found that:

  • Dumping applies to steel strapping originating in or exported from:
    • People’s Republic of China (China)
    • Republic of Korea (South Korea)
    • Republic of Türkiye (Türkiye)
    • Socialist Republic of Vietnam (Vietnam)
  • Subsidizing applies to steel strapping originating in or exported from:
    • People’s Republic of China (China)

The products under investigation are usually imported under the following tariff classification numbers:

7212.20.00.30, 7212.30.00.10, 7212.30.00.30, 7212.40.00.10, 7212.40.00.29, 7212.40.00.90, 7212.50.00.50, 7212.60.00.00, 7217.10.00.55, 7217.20.00.10, 7217.30.00.10, 7226.99.00.93, 7312.90.00.00, and 7326.20.00.00.

Note: These tariff codes include both subject and non-subject goods.
