he U.S. Secretary of Commerce launched a Section 232 investigation into whether imports of medium-duty trucks, heavy-duty trucks, and truck parts threaten U.S. national security. The Department of Commerce’s Bureau of Industry and Security (BIS) is now requesting public comments to help guide the investigation.

Key Details

Scope of Investigation:

  • Medium-duty trucks (gross vehicle weight over 10,000 and under 26,001 pounds)
  • Heavy-duty trucks (gross vehicle weight 26,001 pounds or more)
  • Medium- and heavy-duty truck parts (e.g., engines, transmissions, electrical systems)

Purpose: Assess national security risks linked to dependency on foreign truck imports and truck parts.

Authority: Investigation initiated under Section 232 of the Trade Expansion Act of 1962 (19 U.S.C. 1862).

Topics the Department Is Seeking Input On

The Department encourages comments addressing, but not limited to, the following:

  1. U.S. demand for trucks and parts (current and future projections).
  2. Domestic production capacity to meet that demand.
  3. Foreign supply chain reliance and associated risks.
  4. Concentration of imports among few countries.
  5. Impact of foreign government subsidies and unfair trade practices.
  6. Artificial price suppression by foreign exporters.
  7. Potential export restrictions or weaponization of supply chains.
  8. Feasibility of expanding U.S. production.
  9. Need for additional trade measures like tariffs or quotas.
  10. Any other relevant national security concerns.

How to Submit Comments

The Department encourages comments addressing, but not limited to, the following:

  • All submissions must be received by May 16, 2025.

Instructions for Filing:

  • File names should match the name of the person/entity submitting.
  • If submitting business confidential information:
    • Clearly mark pages as “BUSINESS CONFIDENTIAL.”
    • File a justification for nondisclosure.
    • Submit a non-confidential (public) version separately, labeled “PUBLIC.”
