Quota-class merchandise from countries with minimum access levels counts against the applicable country’s minimum access level. Once the minimum access level is reached, subsequent imports count against the Any Country/Area level.

2027 Cotton (AUSN 9)

Commodity: Cotton card strips, the product of any country or area, including the United States, as provided in HTSUS Chapter 52, Additional U.S. Note (AUSN) 9.

Quota Period: September 20, 2026, through September 19, 2027

Opening Date: Monday, September 21, 2026

Opening Date Procedures

Entries submitted after 12:01 a.m. local port time and before 8:30 a.m. Eastern Time (ET) on the opening date will receive an entry time of 8:30 a.m. for quota qualification purposes.

If the total entries for any HTSUS group exceed the applicable limit at 8:30 a.m. ET, CBP will prorate all accepted entries.

Aggregate Restraint Level

The aggregate restraint level is 3,335,427 kilograms.

Minimum Access Levels

Under Additional U.S. Note 9, the following countries have access to at least the specified quantities:

  • Belgium: 5,830 kilograms
  • Canada: 108,721 kilograms
  • China: 7,857 kilograms
  • Cuba: 2,968 kilograms
  • Egypt: 3,689 kilograms
  • France: 34,385 kilograms
  • Germany: 11,540 kilograms
  • Italy: 3,215 kilograms
  • India and Pakistan: 31,582 kilograms combined
  • Japan: 154,917 kilograms
  • Netherlands: 10,317 kilograms
  • Switzerland: 6,711 kilograms
  • United Kingdom: 653,695 kilograms

Quota-class merchandise imported from countries with minimum access levels will count against the applicable country allocation. Once a country reaches its minimum access level, subsequent imports will count against the Any Country/Area allocation.

Non-Minimum Access Level

The Any Country/Area allocation is 2,300,000 kilograms.

Harmonized Tariff Schedule Numbers

  • Low Rate: 5202.99.1000
    High Rate: 5202.99.3000

Reporting Instructions

Products of Mexico do not qualify for or count toward this quantitative limitation and cannot receive classification under it.

Products from countries or areas that are not members of the World Trade Organization also do not qualify for or count toward this quantitative limitation.

For in-quota merchandise, use entry type codes 02, 06, 07, 12, 23, 32, 38, or 52.

CBP will process quota entries on a first-come, first-served basis according to the presentation date and time until the applicable quota ID HTSUS group reaches its limit.

CBP determines the presentation date and time for an entry summary when all of the following conditions are met:

  • An error-free entry summary is on file.
  • Entry summary payment or statement-scheduled information has been transmitted to the Automated Commercial Environment (ACE).
  • Shipment arrival information at the intended port of unlading has been transmitted to ACE.

The unit of measure is kilograms (kg).

Merchandise subject to this tariff-rate quota may also face other duties, including antidumping and countervailing duties, Section 232 tariffs, and other applicable duties.

2027 Cotton (AUSN 10)

Commodity: Fibers of cotton processed but not spun under HTSUS Chapter 52, Additional U.S. Note (AUSN) 10.

Quota Period: September 11, 2026 – September 10, 2027

Opening Date: September 11, 2026

Opening-Day Filing Rules

  • Entries filed after 12:01 a.m. local port time and before 8:30 a.m. ET on September 11 receive a quota time of 8:30 a.m. ET.
  • If entries exceed the limit at 8:30 a.m. ET, CBP will prorate all accepted entries.

  • Quarter 2: November 15, 2026 – February 13, 2027
  • Quarter 3: February 14, 2027 – May 15, 2027
  • Quarter 4: May 16, 2027 – August 14, 2027

Opening Date: August 17, 2026

Opening-Day Filing Rules

  • Entries filed after 12:01 a.m. local port time and before 8:30 a.m. ET on August 17 receive a quota time of 8:30 a.m. ET.
  • If entries exceed the limit at 8:30 a.m. ET, CBP will prorate all accepted entries.

Restraint Level: 13,006,426 square meters annually

  • Quarterly limit: 3,251,606 square meters, plus any unused rollover quantity.
  • Unused Q1 quantity rolls over into Q2 within 14 days of opening.
  • Unused Q2 quantity rolls over into Q3 within 14 days of opening.
  • Unused Q3 quantity rolls over into Q4 within 14 days of opening.
  • Any unused quantity remaining after Q4 becomes unavailable when the first-year program closes.

The European Community allocation covers Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, and Sweden.

Country Restrictions

  • Products of Canada, Israel, and Mexico are not eligible for this quota.
  • Imported tobacco used to prepare cigarette tobacco for marketing to consumers for making hand-rolled cigarettes is considered tobacco for products other than cigarettes.
